Uruguay · regulation

Uruguay’s genetics trade depends on what the supplier is licensed to do

The commercial question

On September 11, the licensing authority announced updated licence instructions, including those for seed and nursery operators. The currently linked 2026 document permits seed trading and cuttings, including seedlings. It prohibits flowering plants under that licence and reserves multiplication by seed for a medicinal cultivation licence. Each additional production or sales location needs a separate licence.

The technical requirements reach into the product chain. Varieties must be in the National Cultivar Register, operators need INASE registration, and seed portioning and vegetative propagation require INASE certification. The instructions require plant identification and seed traceability. Distribution to medicinal companies or cannabis clubs requires a regulator-issued transit-guide request at least 48 hours in advance.

For buyers

Buyers can use these distinctions to ask whether a counterparty is producing the offered material or trading material obtained elsewhere. They can check the authorized location, cultivar registration and documentation for the intended recipient. A licence name by itself does not answer those questions.

For sellers

Suppliers should align their offer with the activities and location their licence actually covers. Stock records, material identification and the transport process belong in fulfilment planning. The advance-request requirement is a scheduling constraint to investigate, not a promise that approval or delivery takes 48 hours.

What the evidence does not establish

These are current instructions associated with a September update, not a newly verified October restriction. Without a comparison against the prior document, individual provisions cannot be called newly introduced. The material establishes no demand forecast, available stock, price advantage or international import or export permission.

What to investigate next

Further reporting should establish the current fees, typical application and transit-approval times, and how operators document the different buyer categories. A comparison with the earlier instructions would identify what actually changed. That would give readers a grounded account of trading friction rather than another generic licensing headline.
